1 FIREARM SAFETY/HUNTER EDUCATION, 2009 W-13.12 REG 2 The Firearm Safety/ Hunter Education Regulations, 2009 being Chapter W-13.12 Reg 2 (effective January 15, 2009). 3 FIREARM SAFETY/HUNTER EDUCATION, 2009 W-13.12 REG 2 CHAPTER W-13.12 REG 2 The Wildlife Act, 1998 Title 1 These regulations may be cited as The Firearm Safety/Hunter Education Regulations, 2009. Interpretation 2 In these regulations: (a) Act means The Wildlife Act, 1998; (b) certificate means a firearm safety/hunter education certificate issued pursuant to section 7; (c) course means the firearm safety/hunter education course authorized by the ministry pursuant to the firearm safety/hunter education program, and includes a course delivered by electronic media; (d) instructors course means an instructors course designed and conducted by the ministry. 23 Jan 2009 cW-13.12 Reg 2 s2. Program 3 The ministry shall administer a firearm safety/hunter education program in Saskatchewan to provide instruction in firearm safety, hunter responsibilities and any other subject that may improve the quality of hunting and shooting in Saskatchewan. 23 Jan 2009 cW-13.12 Reg 2 s3. Instructors 4(1) The minister may authorize any person to instruct a course who: (a) has completed an instructors course; or (b) in the opinion of the minister, has sufficient knowledge of and training in firearms and wildlife conservation to conduct a course. (2) If the minister considers it to be in the public interest, the minister may by written notice revoke an authorization pursuant to subsection (1), and the person named in the notice shall immediately stop conducting any course. 23 Jan 2009 cW-13.12 Reg 2 s4. Length of course 5(1) Subject to subsection (2), the minimum period of instruction for a course is 16 hours. (2) The minister may authorize an instructor to conduct a course of less than 16 hours in length if: (a) the course is delivered by electronic media; or (b) the minister is satisfied that special circumstances exist. 23 Jan 2009 cW-13.12 Reg 2 s5.
4 W-13.12 REG 2 FIREARM SAFETY/HUNTER EDUCATION, 2009 Passing mark 6(1) Subject to subsection (2), a person who takes the examination prescribed by the ministry and obtains a mark of at least 80% has successfully completed a course. (2) If the minister is satisfied that special circumstances exist preventing a person from taking the examination mentioned in subsection (1), the minister may authorize an instructor to conduct an oral examination of that person and if the person demonstrates, to the satisfaction of the instructor, a proficiency in firearm safety and hunter education, the person is deemed to have successfully completed a course. 23 Jan 2009 cW-13.12 Reg 2 s6. Certificate 7 The minister may issue a certificate to any person who successfully completes a course. 23 Jan 2009 cW-13.12 Reg 2 s7. Course required 8 No person born after January 1, 1971 shall apply for, obtain or be granted a game or fur licence unless he or she: (a) holds a certificate issued pursuant to these regulations or a similar certificate issued by another jurisdiction and recognized by the ministry; and (b) meets any qualifications prescribed in any other Act or regulation with respect to a game or fur licence, as the case may be. 23 Jan 2009 cW-13.12 Reg 2 s8. Minimum age 9 No person who is under the age of 11 years shall enrol in a course. 23 Jan 2009 cW-13.12 Reg 2 s9. Instructors to be authorized 10 No person shall conduct a course unless he or she is authorized to do so pursuant to these regulations. 23 Jan 2009 cW-13.12 Reg 2 s10. R.R.S. c.W-13.1 Reg 27 repealed 11 The Firearm Safety/Hunter Education Regulations are repealed. 23 Jan 2009 cW-13.12 Reg 2 s11.
